USCG Boarding Team Member Practice Exam

The scope of a Border Inspection Safety System (BISS) is significantly influenced by the circumstances surrounding the boarding and the demeanor of the crew onboard. This approach emphasizes a tailored response based on real-time situational awareness. For instance, if a vessel displays suspicious behavior or the crew is uncooperative, it may warrant a more comprehensive inspection due to potential safety and security risks. Conversely, a relaxed and compliant crew in a straightforward situation may lead to a limited scope of the inspection, focusing on essential safety checks without extensive measures.

Understanding the human elements involved, such as crew demeanor, helps boarding teams assess the likelihood of compliance and risk, allowing them to adapt their inspection strategy accordingly. Considering the circumstances of the boarding — including previous inspection history, any available intelligence, and the vessel’s operational profile — directly feeds into how extensive the BISS should be, ensuring relevant concerns are addressed effectively.
